A SEAC (pronounced “seek”) is an acronym for Special Education Advisory Council, which is a group that provides input on special education issues to its local school district. Its purpose is to advise and advocate, not to decide policy. Minnesota law requires each school district in the state to have a SEAC. WHY IS SEAC IMPORTANT? SEACs advise school districts on the development of programs and services to meet the needs of children with disabilities and their families. By sharing their unique perspective of what it is like to use these services, parents can help the district to be more effective. As a result, outcomes for children with disabilities and communication among schools, families and community members should improve. WHY WOULD I WANT TO BE A PART OF SEAC? Parents give many reasons for joining a SEAC, including these: I may be able to help other families and children with disabilities in my school district. I can share what I’ve learned since my child began his education. I can support the school professionals in my district. I will be a good role model for my child. I feel good when I make a contribution to this community. I will learn information and skills that may help me work more effectively with my school district. I may build positive relationships with others in my district. I will become more knowledgeable about special education. SEAC MEMBERS SOUGHT! AIPACs serve in an advisory role to the district and help to ensure that American Indian students are receiving culturally relevant and equitable educational opportunities. AIPACs are critical to the achievement and success of American Indian students statewide, and their presence, input, and knowledge is key to strengthening district and parent partnerships. WHY IS THERE AN AIPAC? Minnesota Statutes, section 124D.78, subdivision 1, states that a school district in which there are 10 or more American Indian students enrolled and each American Indian school must establish an American Indian education parent advisory committee. Commonly referred to as American Indian Parent Advisory Committees (AIPACs), these committees serve in an advisory role and help ensure that American Indian students are receiving culturally relevant and equitable educational opportunities. These committees are critical to the achievement and success of American Indian students statewide and offer a valuable opportunity to strengthen district and parent partnerships. WHO CAN BE ON AIPAC? The American Indian Parent Advisory Committee must be comprised primarily of parents/guardians of American Indian students within our district. American Indian district staff are also eligible to serve on the committee, as are American Indian community members. While non-Native district staff may participate in the Family Committee meetings, they are not permitted to be committee members and should not be included on the District Family Committee roster. District staff should not outnumber committee members at meetings. WHAT IS THE AIPAC BUDGET AND NARRATIVE? The budget and narrative are collaboratively prepared by the AIPAC and School/District Leadership prior to the submission of the application on Nov. 30. Mid-year, the narrative and budget progress "goals" are presented to the AIPAC by District Leadership. RESOLUTION OF CONCURRENCE OR NONCONCURRENCE Prior to March 1 of each year, the AIPAC must meet to discuss whether they concur with the educational offerings that have been extended by the district to American Indian students. It is required annually for the school to receive Indian Education funding. If the AIPAC finds that the district and/or school board have been meeting the needs of American Indian students, they issue a vote and resolution of concurrence. If they find that the district and/or school board have not been meeting the needs of American Indian students, they issue a vote and resolution of nonconcurrence. The vote and resolution must be presented to the school board by one or more members of the AIPAC. If the vote is one of nonconcurrence, the AIPAC must also provide written recommendations for improvement to the school board at the time of the presentation and the School board is given 60 days to respond in writing to the AIPAC recommendations. Information About Student Assessment MEASURING STUDENT ACHIEVEMENT Testing is used in schools to measure student achievement. State tests are given in a district once a year by grade and subject area. Classroom tests are given by individual teachers on a more regular basis, including quizzes, mid-terms, chapter tests, and final exams, etc. Additionally, the Goodhue County Education District uses FastBridge Learning measures, in both math and reading, to gather additional data about student learning. 25-26 GCED Assessment Calendar STANDARDS-BASED ACCOUNTABILITY ASSESSMENTS The Minnesota Comprehensive Assessments (MCA) and alternate assessment Minnesota Test of Academic Skills (MTAS) are the state tests that help districts measure student progress toward Minnesota’s academic standards and also meet the requirements of the Elementary and Secondary Education Act (ESEA). Students take one test in each subject. Most students take the MCA, but students who receive special education services and meet eligibility requirements may take the alternate assessment MTAS instead. TESTS BY SUBJECT AND GRADE LEVEL Reading: MCA or MTAS in grades 3-8, and 10 Mathematics: MCA or MTAS in grades 3-8, and 11 Science: MCA or MTAS in grades 5, 8, and high school STATEWIDE STUDENT ASSESSMENT English Language Proficiency Assessments : The ACCESS for English Learners (ELs) and Alternate ACCESS for ELs are developed by the WIDA consortium and administered to English learners in order to measure progress toward meeting Minnesota’s standards for English language development. English learners who also receive special education services and meet the participation guidelines may take the Alternate ACCESS for ELs. It may be hard to see but there should be a small slider cover that you can slide to the right to uncover your camera I can't hear the teacher or videos: Your chromebook has a mute button on it that looks like a speaker with a slash through it, press that button to unmute your chromebook. My chromebook won't power on: #1 Connect charger. Pressed Esc+Refresh+Power. (Refresh is the round arrow a couple keys down from Esc). While keeping those keys pressed, disconnect the charger. Press the power button for 2 seconds. Connect the charger. Press the power button once. Wait at least 40seconds to see if it powers up. #2 If that doesn't work, try this: "Power wash" - Hold Ctrl, Shft, Alt, R. Let it sit and try to turn on again. #3 If all else fails, try this: "Reboot" - Hold Esc, Refresh (symbol of a half circle with an arrow, above the 4 I think), and the power button.     EARLY CHILDHOOD Programs Birth to 3 Early Intervention Program This program serves children birth to three who are experiencing developmental delays in one or more areas of development. Services are family-focused and usually delivered at the child's home or childcare. The purpose of early intervention services is to address the developmental delays the child is experiencing, to minimize their potential for more significant developmental delays, and to enhance the capacity of families to meet the needs of their children. Appropriate early intervention services are individualized to meet the unique needs of each child and his or her family. Some of the service providers might include special educators, speech/language clinicians, educational audiologists, occupational and physical therapists, social workers, nurses and other health care providers. Free developmental screenings and/or evaluations can be provided if you have concerns or questions about the way your child is developing. If you have questions about your child’s development and your child is under the age of three, you can call the Goodhue County Education District at 651-388-4441. If your child is over the age of three, parents or guardians may access these services by calling their local elementary school or the Goodhue County Education District. Early Childhood Special Education To learn more about developmental milestones, visit Help Me Grow Minnesota . Early Childhood Special Education, or ECSE, is a program that supports the needs of children ages three to kindergarten entrance who are experiencing developmental delays. ECSE services are free, as are comprehensive evaluations to determine if a child is in need of ECSE services. Services may be provided in a typical pre-kindergarten class or in an ECSE classroom, based on each child’s needs and team decision. Learning Readiness Home Visits The Goodhue County Education District offers a Learning Readiness Home Visiting program. An Early Childhood teacher visits with you and your child at your home, to monitor your child’s development and answer questions you may have about your child’s development. Preschool Programs (3-5 year olds) There are preschool programs offered for three- to five-year-olds in Cannon Falls , Goodhue , Kenyon-Wanamingo , Lake City , Red Wing , and Zumbrota-Mazeppa . These programs offer your child a chance to meet new friends and become ready to attend school as a kindergartner. Early Childhood Family Education Programs (Birth to K) Each district offers a variety of Early Childhood Family Education Programs for parents and children from birth to kindergarten entrance. In these programs there are opportunities to spend time with your child completing projects and playing together, learning new songs and listening to stories. Parents spend a portion of this class time talking with a parent educator about child development, discipline, and other child-related topics. Early Childhood Screening Early childhood screening is a state mandated program offered through your school district for children who are three to five years old. Screening is a careful check of a child's health, hearing, immunizations, vision, growth, speech/language, motor, cognitive development and family factors. Screening is offered periodically throughout the school year. All children are required by Minnesota State law to participate in an Early Childhood Screening program before entering public school kindergarten. Screening is offered at no cost to families. During the screening appointment well-qualified staff will check your child's vision, hearing, growth, immunization status as well as skills in thinking, communication, motor skills and social/emotional development. Feel free to bring any concerns or questions you have about your child’s development to the attention of the screening staff you visit with. Children should be screened earlier rather than later, but all children need to be screened prior to kindergarten entrance. Ideally children should be screened between three and three and a half years old. To schedule a screening appointment please contact your local school district office.     Inclement Weather Guidelines Living in Minnesota, we can expect weather challenges during the year, and occasionally these result in disruption to school. We know adjustments to the school day can cause challenges for our families and staff, and we make school closure decisions with high care and consideration. Due to the collaborative partnerships we have with our member school districts - Cannon Falls, Goodhue, Kenyon-Wanamingo, Lake City, Red Wing and Zumbrota-Mazeppa - and their students that attend the River Bluff Education Center, we consult with each of those members concerning school closure decisions. When school closures occur, our district and our member school districts have plans for at-home learning and make-up days depending on school district policies and resources. Decision-Making Guidelines The Goodhue County Education District (GCED) will rely on the National Weather Service/National Oceanic and Atmospheric Association meteorologists for weather forecasts, and both transportation teams and county officials for information related to road conditions. The following factors are considered: safety and well-being of students and staff, severity of the weather (extreme cold, flooding, heat, etc.), timing of the weather (overnight, during the school day, etc.) and ability of buses and cars to travel safely. Cold-weather closures will occur at temperatures of 35 degrees below zero (either base or wind chill). The city of Red Wing will be the location of the temperature determination. If a temperature is predicted to rise above -35° by 9:30 a.m., a two-hour late start may be considered. Flex Learning Day Plan The Goodhue County Education District uses Flex Learning Days so that students can still engage in learning during emergency closing days. On a Flex Learning Day, students in grades K-12 will continue learning from home, with support from their teachers, instead of going to school. Teachers will share curriculum-aligned assignments and be accessible through ReachMyTeach, our communication system and through email during regular school hours in order to provide learning support to students. Flex Learning Days are intended to counter the loss of curriculum momentum resulting from school cancellations which can include Minnesota's winter weather conditions. Flex Learning Days cannot replace the face-to-face time students have with their teachers, but they can provide better learning continuity when school is interrupted. Flex Learning Days also negate the need for makeup school days in June, helping families more effectively plan summer activities. Families will be informed by an automated message that the GCED is activating a Flex Learning Day for the River Bluff Education Center (RBEC) programs. 5RiversOnline continues with their regular schedule. Parents/Guardians will receive an automated phone call, email and/or text via the ReachMyTeach service based on information provided by each family indicating school will be closed. Students should not report to school, but should engage in flexible learning activities as assigned. When a school is closed or moves to Flex Learning, the River Bluff Education Center is closed to the public. 5RiversOnline 5RiversOnline will have learning as scheduled and is not subject to weather/other related closures.
