Governance

The GCED Joint Powers Agreement originally established in 1990 with the purpose of increasing education opportunities for pupils by increasing cooperation and coordination among member school districts, now includes Cannon Falls, Goodhue, Kenyon-Wanamingo, Lake City, Red Wing, and Zumbrota-Mazeppa as members.  GCED was formed through school board action by Cannon Falls, Goodhue, Mazeppa, Red Wing and Zumbrota.

 

Who do we serve?

All students of member districts are eligible to receive services provided by or through GCED.  As the State Approved Alternative Program (SAAP) for the county.  Our SAAP programs, run in the member districts, include targeted services, credit recovery, and alternative learning centers at the middle and high school levels.  These programs serve at-risk students grades K-12.  As the special education local education agency for services provided to member districts, we are charged with providing special education leadership, programming, staffing and finance oversight.  Our special education programs serve students, birth through age 21.  As the lead agency for the county Title III Consortium, GCED provides English Language Learner program oversight and grant submissions.  Lastly, the GCED is the State Approved Online Learning Provider in the county.  5RiversOnline is open for supplemental or comprehensive K-12 services.

WHO SERVES ON THE BOARD?
GCED is organized under Minnesota statute 122.91 "for the purpose of increasing educational opportunities for learners by increasing cooperation and coordination among schools and family agencies in Goodhue County and post-secondary institutions."

The GCED School Board is composed of one representative from each member district, who is a member of and appointed by that member district board.
